一、招標(biāo)條件Tendering Conditions

招標(biāo)人為中石油管道局伊拉克納西里耶儲(chǔ)油庫(kù)工程項(xiàng)目部，項(xiàng)目資金來(lái)源已落實(shí)。本招標(biāo)項(xiàng)目已按要求履行了相關(guān)報(bào)批及備案等手續(xù)，具備招標(biāo)條件，現(xiàn)進(jìn)行公開(kāi)招標(biāo)。

The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd East African Crude Oil Pipeline EPC Project Department.

二、項(xiàng)目概況與招標(biāo)范圍 Project Overview and Tendering Scope

2.1項(xiàng)目概況：****公司（State Company for Oil Project）計(jì)劃在納西里耶投資**一個(gè)400萬(wàn)桶原油的罐區(qū)，用于接收Ahdeb、Badra、Gharaf、Nassiriya和Abu Amood油田的原油，項(xiàng)目一期計(jì)劃建設(shè)252萬(wàn)桶庫(kù)容量（7個(gè)66000m3浮頂儲(chǔ)罐），項(xiàng)目二期計(jì)劃建設(shè)126萬(wàn)桶庫(kù)容量（3個(gè)66000m3浮頂儲(chǔ)罐）。CPP作為該項(xiàng)目一期階段的EPC總承包商，負(fù)責(zé)7個(gè)66000m3原油儲(chǔ)罐、2個(gè)23000 m3的原油泄壓儲(chǔ)罐，2個(gè)10000 m3水儲(chǔ)罐建設(shè)，****泵站、計(jì)量、取水、發(fā)電、通信、工藝管線、消防等系統(tǒng)設(shè)計(jì)、采辦、施工、試運(yùn)工作。項(xiàng)目于2015年2月開(kāi)工，預(yù)計(jì)機(jī)械竣工日期為2025年5月。

Nassiriya New Crude Oil Depot with a working capacity of about four million barrels (637,000 M3) is the proposed depot to accommodate the produced crude from the following fields: Ahdeb Field, Badra Field, Gharaf field, Nassiriya field and Abu Amood field. Total capacity shall be about four million barrels (637,000 M3), for Phase (I) it shall be 2.52 million barrels (401,000 M3), and for Phase (II), it shall be 1.26 million barrels (200,500 M3).CPP win to build all tanks for phase (I), including 7 Floating roof tanks(66000m3), and their accessories. Two relief tanks(23000 m3), capacity of each tank is 23000 m3 , one for heavy the other for light crude oil .Two fire water steel tank of 10,000 m3Capacity from continuous water supply. The project starts from Feb, 2015 and Mechanical Completion date expects to be on May, 2025.

2.3 交貨地點(diǎn) Delivery place

2.4 交貨期 Delivery time

一次性交貨，供貨商提供最短交貨期。但下訂單后CFR條款不得超過(guò)6個(gè)月。

Deliver all goods in one time. The supplier shall provide the shortest delivery time .However the delivery time shall not exceed 6 months for CFR term after P.O.

三、投標(biāo)人資格要求 Bidder qualification requirement

3.1 本次招標(biāo) 不接受 聯(lián)合體投標(biāo)。

Bids from joint venture are not accepted.

3.2本項(xiàng)目的投標(biāo)人須具有獨(dú)立法人資格，為此項(xiàng)目的生產(chǎn)、制造、安裝、調(diào)試的制造商；在法律和財(cái)務(wù)上獨(dú)立，合法運(yùn)作并獨(dú)立于招標(biāo)人（招標(biāo)機(jī)構(gòu)）。

The Tenderer shall be a manufacturer or Trader who specified by owner and who possesses independent legal personality, has independence in law and finance and operates legally and shall take full responsibility to the goods and service.The bidder shall have independence in law and finance and operates legally and independent of the tenderer (tendering agency).

3.3 供應(yīng)商（制造商）在本類(lèi)工程中應(yīng)有豐富的國(guó)際項(xiàng)目業(yè)績(jī)和經(jīng)驗(yàn)，在最近 3 年內(nèi)（2021年1月1日-至今）至少擁有3 項(xiàng)有效海外項(xiàng)目供貨業(yè)績(jī)。業(yè)績(jī)表應(yīng)包括工程名稱(chēng)、產(chǎn)品規(guī)格型號(hào)及主要技術(shù)參數(shù)、供貨數(shù)量、使用地點(diǎn)、簽訂合同時(shí)間、業(yè)主聯(lián)系人及聯(lián)系方式，并提供有效業(yè)績(jī)合同和發(fā)票復(fù)印件。

The supplier (manufacturer) should have rich international project performance and experience in this type of project, and have at least 3 valid overseas project supply performance in the last 3 years (January 1, 2021 - present). The performance list should include the name of the project, product specifications and models and main technical parameters, the quantity of supplies, the use of the location, the date of signing the contract, the owner's contact person and contact information, and provide a copy of the valid contract and invoice.

3.4 本次招標(biāo)要求投標(biāo)人須提供制造商 ISO相關(guān)體系認(rèn)證（有效ISO9001、ISO14001,ISO18001/ISO45001證書(shū)）及相關(guān)企業(yè)資質(zhì)（包括但不限于營(yíng)業(yè)執(zhí)照或注冊(cè)證書(shū)等），具有與本招標(biāo)項(xiàng)目相應(yīng)的供貨能力。

The bidders should have ISO 9001 quality assurance system certification and enterprise qualification (including but not limited to business license or registration certificate, etc.),and have the corresponding supply capacity for this bidding project.

3.5財(cái)務(wù)要求：

提供 3 年度（2021-2023）財(cái)務(wù)報(bào)告，****事務(wù)所或?qū)徲?jì)機(jī)構(gòu)審計(jì)的財(cái)務(wù)會(huì)計(jì)報(bào)表（未完成2023年財(cái)務(wù)審計(jì)的可提供2021-2023年的財(cái)務(wù)審計(jì)報(bào)告），包括但不限于資產(chǎn)負(fù)債表、現(xiàn)金流量表、利潤(rùn)表和財(cái)務(wù)情況說(shuō)明書(shū)（或報(bào)表附注）的復(fù)印件。不存在進(jìn)入清算程序、被宣告破產(chǎn)或其他喪失履約能力的情形；成立日期晚于要求年份的，從成立年起計(jì)算。
Financial requirement: The bidder should provide financial reports for 3 years(2021-2023), including but not limited to balance sheets(If the financial audit for 2023 has not been completed, the financial audit for 2021 to 2023 can be provided), cash flow statements, income statements and financial statements.The reports should be audited by accounting firms or institutions. The bidder should not be in the situation of bankrupt or unable to perform the contract; If the date of establishment is later than 2019, it shall be counted from the year of establishment.

3.6 信譽(yù)要求（適用于中國(guó)廠家）：Credit requirements(Applicable to Chinese Bidders):

在國(guó)家企業(yè)信用信息公示系統(tǒng)（http://www.****.cn)、信用中國(guó)網(wǎng)站（www.****.cn）未被列入嚴(yán)重違法失信企業(yè)名單或失信被執(zhí)行人名單。

The bidder has not been listed in the serious illegal and trust-breaking enterprises or trust-breaking enforcement list In the National Enterprise Credit Information Publicity system (http://www.****.cn)and credit China website (www.****.cn)

3.7其它要求：

投標(biāo)人（含制造商和貿(mào)易商）近三年****集團(tuán)有限公司/中國(guó)石****公司所屬項(xiàng)目中無(wú)重大質(zhì)量事故、安全事故，且與CPP無(wú)法律糾紛，需提供承諾函。

Bidders (applicable to manufacturers and trader) have not experienced major quality and safety accidents in the past three years involved CNPC CPP, and no legal disputes with CPP, and a commitment letter is required.

“投標(biāo)人未****集團(tuán)有限公司/中國(guó)石****公司列入黑名單、暫停投標(biāo)資格或取消投標(biāo)人資格”Bidder shall not be blacklisted by CNPC or CPP, suspended or disqualified from bidding.

如制造商為中石油庫(kù)內(nèi)供應(yīng)商，能源一號(hào)網(wǎng)入網(wǎng)狀態(tài)應(yīng)為：“正?！保ㄡ槍?duì)入網(wǎng)企業(yè)）

四、招標(biāo)文件的獲取 Acquisition of Tendering Documents

The price of bidding documents is: RMB 200, non- refundable.The time of selling bidding documents is from 14:00:00 on November 1, 2024 to 23:59:59 on November7, 2024, (Beijing time, the same below). 5.3 逾期送達(dá)的、未送達(dá)指定地點(diǎn)的或者不按照招標(biāo)文件要求密封的投標(biāo)文件，招標(biāo)人將予以拒收。逾期傳送至電子招標(biāo)投標(biāo)交易平臺(tái)的投標(biāo)文件，電子招標(biāo)投標(biāo)交易平臺(tái)予以拒收。

The bidding document will be rejected, if the bidding documents are deliveredare exceed the specified time, are not send to the designated place, or are not sealed in accordance with the requirements of the solicitation documents. If the bidding document did not upload to the E-tendering bidding trading platform within the time limit, the platform will reject the bidding.

5.4 本次招標(biāo)采取網(wǎng)上電子版提交的方式，以網(wǎng)上電子版為準(zhǔn)，不接受紙質(zhì)版投標(biāo)文件。
