投標(biāo)人技術(shù)方案應(yīng)具有合理性和完整性，所采用的工藝技術(shù)應(yīng)是成熟可靠的，能耗應(yīng)體現(xiàn)先進(jìn)性和節(jié)能性，相應(yīng)的工藝、儀表、電氣設(shè)備等應(yīng)配套完整，在工作環(huán)境下能正?？煽渴褂?，本招標(biāo)書(shū)設(shè)備及服務(wù)招標(biāo)范圍如下：

a) 投標(biāo)人所供設(shè)備的基本設(shè)計(jì)、詳細(xì)設(shè)計(jì)及煤氣凈化系統(tǒng)的基本設(shè)計(jì)。

b) 環(huán)縫洗滌器組件，每套組件包括上部連接管、耐磨保護(hù)罩、文丘里形外殼、內(nèi)錐體、驅(qū)動(dòng)桿、干油集中潤(rùn)滑裝置、帶位置控制器的液壓缸等。

c) 預(yù)洗滌段和環(huán)縫洗滌段的噴嘴。

d) 預(yù)洗滌段和環(huán)縫洗滌段的液動(dòng)排水控制閥組。

e) 用于環(huán)縫洗滌器、排水控制閥的成套液壓設(shè)備（含獨(dú)立的控制系統(tǒng)）。

f) 干油潤(rùn)滑自動(dòng)充填裝置。

g) 高壓冷凝水排水裝置。

h)相關(guān)的電控和儀表設(shè)備。

對(duì)裝置本體及附屬設(shè)備的總體要求如下：

(1) 環(huán)縫洗滌器及配套裝置應(yīng)安全可靠，不能影響高爐的操作；

(2) 環(huán)縫洗滌器在正常使用條件下的壽命應(yīng)不少于一代爐齡（≥18年）；

(3) 在一代爐齡內(nèi)不能因灰塵堵塞、煤氣清洗設(shè)備腐蝕等問(wèn)題導(dǎo)致的專門(mén)維護(hù)檢修，引起高爐休風(fēng)。

(4) 環(huán)縫洗滌器一般保持恒壓差操作，其值可調(diào)，但配套的液壓設(shè)備應(yīng)具有環(huán)縫全行程工作的能力。

(5) 配置環(huán)縫洗滌器、排水控制閥液壓驅(qū)動(dòng)裝置服務(wù)的液壓站。用于驅(qū)動(dòng)環(huán)縫洗滌器、排水控制閥閥臺(tái)布置在現(xiàn)有液壓站內(nèi)（現(xiàn)有液壓站距環(huán)縫洗滌塔直線距離50~70米，液壓站內(nèi)為非防爆區(qū)）;油泵、油箱及循環(huán)冷卻加熱裝置、蓄能器布置在現(xiàn)有液壓站內(nèi)（非防爆），但布置在煤氣設(shè)施外緣3米范圍內(nèi)的電氣設(shè)備要求防爆。

（6）環(huán)縫洗滌段及脫水器排水要求排入現(xiàn)有高架水槽內(nèi)，通過(guò)高架水槽送至水處理，現(xiàn)有高架水槽底部相對(duì)標(biāo)高4.85m。

上述設(shè)備均由投標(biāo)人成套供貨，在調(diào)試階段所有因非招標(biāo)人原因造成損壞元器件均由投標(biāo)人免費(fèi)提供。

Shanghai Baohua International Tendering Co., Ltd.(Hereinafter referred to as Tendering Agency) is commissioned by Baoshan Iron Steel Co., Ltd(Hereinafter referred to as tenderer) on Open Tendering for the following goods required in Annular Gap Scrubbing Unit of Baoshan Base No.1 Blast Furnace Overhaul and Revamping Project invites eligible bidders to online e-bidding.

1． The name, quantity, technical specifications and fund sources of goods for tendering：

The name：Annular Gap Scrubbing Unit

Quantity：1 set

Technical specifications：

The technical scheme of bidders should be reasonable and complete. The process and technology adopted should be mature and reliable. Energy consumption should reflect advanced nature and energy saving. The corresponding processes, instruments, electrical equipment, etc. should be completely matched and can be used normally and reliably in the working environment. The scope of equipment and service bidding for this bidding document is as follows:

a) The basic design and detailed design of the equipment supplied by the bidder and the basic design of the gas purification system.

b) Annular gap scrubber components. Each set of components includes upper connecting pipe, wear-resistant protective cover, Venturi-shaped shell, inner cone, drive rod, centralized grease lubrication device, hydraulic cylinder with position controller, etc.

c) Nozzles for the pre-washing section and the annular gap washing section.

d) Hydraulic drain control valve group for pre-washing section and annular gap washing section.

e) Complete set of hydraulic equipment (including independent control system) for annular gap scrubber and drain control valve.

f) Automatic filling device for grease lubrication.

g) High-pressure condensate drainage device.

h)Related electrical control and instrumentation equipment.

The general requirements for the device body and ancillary equipment are as follows:

(1) The annular gap scrubber and supporting devices should be safe and reliable and cannot affect the operation of the blast furnace;

(2) The service life of the annular gap scrubber under normal use conditions should be not less than one generation of furnace campaign (≥18 years);

(3) During the campaign of one generation of the blast furnace, there should be no special maintenance and repair caused by problems such as dust blockage and corrosion of gas cleaning equipment that leads to the shutdown of the blast furnace.

(4) The annular gap scrubber generally maintains constant pressure difference operation, and its value is adjustable. However, the supporting hydraulic equipment should have the ability to work over the full stroke of the annular gap.

(5) Configure a hydraulic station that services the hydraulic drive device for the annular gap scrubber and drain control valve. The valve stations for driving the annular gap scrubber and drain control valve are arranged in the existing hydraulic station (the linear distance between the existing hydraulic station and the annular gap scrubber tower is 50-70 meters. The hydraulic station is a non-explosion-proof zone ). The oil pump, oil tank, and circulating cooling and heating device, and accumulator are arranged in the existing hydraulic station (non-explosion-proof). However, electrical equipment arranged within 3 meters of the outer edge of gas facilities requires explosion-proof.

(6) The drainage of the annular gap washing section and dehydrator is required to be discharged into the existing elevated water tank and sent to water treatment through the elevated water tank. The relative elevation of the bottom of the existing elevated water tank is 4.85m.

All the above equipment is supplied in sets by the bidder. During the commissioning stage, all components damaged due to reasons other than those of the tenderee shall be provided free of charge by the bidder.

3. *The bidders who have confirmed to participate the bid must log on China International Bidding Website (http://www.****.com), and register. Please make sure you have registered and passed through the annual review before bidding. The awarding will be publicized on China International Bidding Website.

Baohua E-bidding website (http://www.****.com) and China Tendeing Bidding Public Service Platform (http://bulletin.****.com) could also provide the information about tendering project of our company (except invitation of tendering), interested bidders may login to view relevant information. After login, the bidder could purchase tendering document and bid online.

4. Time for purchasing Tendering documents: Starting from：2024-10-18 to 2024-10-25 (Beijing time).

5. Sales prices of the tendering document: One complete set of Tendering Documents both in English and Chinese ( electronic version included). The Chinese language shall govern in case of any discrepancy between Chinese language and the English language.Sales price is 1,500.****.00USD

(3) Due to the complexity of the project and high technical requirements, all bidders interested in the participation in this project shall contact the tenderee for technical communication and conclude the technical agreement with the tenderee before the bid opening.
