****公司現(xiàn)就C-TPAT現(xiàn)場審計(jì)服務(wù)項(xiàng)目進(jìn)行公開尋源，誠邀符合條件的供應(yīng)商報(bào)名參加。

China Air Express Co., Ltd. (hereinafter referred to as "China Air Express") is currently conducting a public procurement for the C-TPAT On-site Audit Service Project and cordially invites eligible suppliers to register and participate.

五、采購內(nèi)容與需求：

****公司的母公司國貨航于2024年5****海關(guān)頒布的C-TPAT資質(zhì)。****海關(guān)有關(guān)要求，其將在企業(yè)首次獲得C-TPAT資質(zhì)一年內(nèi)進(jìn)行現(xiàn)場審計(jì)。

現(xiàn)擬聘請專業(yè)第三方協(xié)助準(zhǔn)備C-TPAT審計(jì)的材料、提供審計(jì)現(xiàn)場人員支持、協(xié)助北美當(dāng)?shù)芈鋵?shí)審計(jì)要求、為企業(yè)提供審計(jì)咨詢服務(wù)和管理軟件、系統(tǒng)進(jìn)行審計(jì)相關(guān)的培訓(xùn)，以確保國貨航、民航快遞順利持有C-TPAT資質(zhì)。

V. Procurement Content and Requirements:

The parent company of China Air Express, Air China Cargo, obtained the C-TPAT qualification issued by the U.S. Customs in May 2024.According to the requirements of the U.S. Customs, on-site audits will be conducted within one year of the company’s initial C-TPAT qualification.

We intend to hire a professional third-party to assist in preparing materials for C-TPAT audits, provide on-site personnel support for audits, assist in implementing audit requirements in North America, and offer audit consulting services along with management software and systems for training related to audits, ensuring that Air China Cargo and China Air Express maintain their C-TPAT qualifications.

七、供應(yīng)商資格要求：

（一）具有獨(dú)立承擔(dān)民事責(zé)任能力的，在美利堅(jiān)合眾國境內(nèi)或中華人民**國境內(nèi)注冊的法人或其他組織，具備合法有效的營業(yè)執(zhí)照。

（二）如供應(yīng)商為中國境內(nèi)企業(yè)，近三年，在國家企業(yè)信用信息公示系統(tǒng)http://www.****.cn/index.htm企業(yè)信用信息報(bào)告中未被納入嚴(yán)重違法失信企業(yè)名單（黑名單），中國政府采購網(wǎng)http://www.****.cn/search/cr/****政府采購嚴(yán)重違法失信行為信息記錄。

****集團(tuán)黑名單供應(yīng)商，****集團(tuán)禁止交易企業(yè)名單內(nèi)的供應(yīng)商。

（四）單位負(fù)責(zé)人為同一人或者存在控股、均股、參股、管理關(guān)系的不同單位，不得同時投標(biāo)參加本項(xiàng)目。

（五）本項(xiàng)目不接受聯(lián)合體投標(biāo)，不允許分包、不允許轉(zhuǎn)包。

（六）供應(yīng)商具有直接承接本項(xiàng)目的人員及專業(yè)能力。

VII. Supplier Qualification Requirements

(1) A legal entity or other organization registered within the territory of the United States of America or the People’s Republic of China, having the capacity to independently assume civil liability, and possessing a valid business license.

(2) If the supplier is a domestic enterprise in China, within the past three years, it must not have been included in the list of seriously illegal and untrustworthy enterprises (blacklist) in the National Enterprise Credit Information Publicity System http://www.****.cn/index.htm or recorded for serious illegal and untrustworthy behavior in government procurement on the China Government Procurement Network http://www.****.cn/search/cr/.

(3) Suppliers that are not on the list of prohibited suppliers by Air Chian Group, and not on the list of enterprises prohibited from trading by Air Chian Group.

(4) The same person in charge of the unit or different units with controlling, equal ownership, equity participation, or management relationships are prohibited from bidding for or participating in this project simultaneously.

(5) Bidding as a consortium is not permitted for this project, and subcontracting is not allowed after the bid has been awarded.

(6) The supplier must have personnel and professional capabilities to directly undertake this project.

八、報(bào)名

采購公告發(fā)布時間為2024年10月9日14時00分至2024年10月15日14時00分(**時間，下同)，請有意愿參加本項(xiàng)目的供應(yīng)商，務(wù)必在公告截止時間前將報(bào)名材料發(fā)送至采購人聯(lián)系郵箱。

報(bào)名材料包括：

1.供應(yīng)商簡介（包含聯(lián)系人、聯(lián)系電話及郵箱）；

2.供應(yīng)商近三年內(nèi)同類案例介紹1個；

3.供應(yīng)商行業(yè)資質(zhì)；

4.其他供應(yīng)商認(rèn)為有必要提交的資料。

VIII. Registration

The procurement announcement will be published from 2::00 PM on October 9, 2024, to 2:00 PM on October 15, 2024 (Beijing time, same hereinafter). Interested suppliers must submit their registration materials to the purchaser's contact email before the announcement deadline.

The registration materials shall include:

1. Supplier profile (including contact person, contact phone number, and email address);

2. A description of one similar case from the supplier within the last three years;

3. Supplier’s industry qualifications;

4. Other materials that the supplier considers necessary to submit.

九、采購文件的獲取

本采購文件為免費(fèi)獲取。凡通過上述報(bào)名的供應(yīng)商，采購人將對報(bào)名供應(yīng)商進(jìn)行審核后發(fā)出采購文件。

IX. Acquisition of Procurement Documents

This procurement document is available free of charge. Suppliers who register as outlined above will be reviewed by the purchaser before the procurement documents are issued.
