****受招標(biāo)人委托對下列產(chǎn)品及服務(wù)進(jìn)行國際公開競爭性招標(biāo)，于2024-09-18在中國國際招標(biāo)網(wǎng)公告。本次招標(biāo)采用電子招標(biāo)方式，現(xiàn)邀請合格投標(biāo)人參加投標(biāo)。

3、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績:（1）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)機(jī)構(gòu)處領(lǐng)購招標(biāo)文件并參加投標(biāo)競爭的法人或其他組織。任何未在招標(biāo)機(jī)構(gòu)處領(lǐng)購招標(biāo)文件的法人均不得參加投標(biāo)。The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.（2）凡是來自中華人民**國或是與中華人民**國有正常貿(mào)易往來的國家或地區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人均可投標(biāo)。This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).（3）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.（4）接受委托參與項目前期咨詢和招標(biāo)文件編制的法人不得參加受托項目的投標(biāo)，也不得為該項目的投標(biāo)人編制投標(biāo)文件或者提供咨詢。Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.（5）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標(biāo)項目包投標(biāo)，共同組成聯(lián)合體投標(biāo)的除外。Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package. except for the case to form a Joint Venture to bid.（6）只有在法律上和財務(wù)上獨立、合法運(yùn)作并獨立于招標(biāo)人和招標(biāo)機(jī)構(gòu)的供貨人才能參加投標(biāo)。The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.（7）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件載明的投標(biāo)截止時間前在中國國際招標(biāo)網(wǎng)（網(wǎng)址：http://www.****.com）成功注冊。否則，投標(biāo)人將不能進(jìn)入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。Bidders should successfully complete the registration on http://www.****.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.（8）中國境內(nèi)投標(biāo)人須提供的營業(yè)執(zhí)照副本復(fù)印件（投標(biāo)人是制造商的，注冊資本不低于5000萬元；投標(biāo)人是代理商的，注冊資本不低于500萬元或等值外幣）；****公司須提供注冊證明文件復(fù)印件。投標(biāo)人為中華人民**國以內(nèi)企業(yè)的（不含港澳臺地區(qū)，下同），復(fù)印件需加蓋公章的；國外的（含港澳臺地區(qū)，下同）只需被授權(quán)人簽字。Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad (The bidder is a manufacturer with a registered capital of not less than 50 million yuan; The bidder is an agent with a registered capital of not less than 5 million yuan or its equivalent in foreign currency). Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below)（9）投標(biāo)人須是生產(chǎn)本產(chǎn)品的生產(chǎn)型企業(yè)，或為國外制造商所使用品牌的中國代理商（須提供正本制造商區(qū)域授權(quán)書和服務(wù)銷售能力證明文件），授權(quán)書基本格式見招標(biāo)文件第一冊格式 IV-9-4 “制造商出具的授權(quán)函”, 并且需要體現(xiàn)代理權(quán)限。投標(biāo)人為代理商的，只能接受一個制造商的授權(quán)代理。投標(biāo)人為中華人民**國國內(nèi)企業(yè)的（不含港澳臺地區(qū)，下同），授權(quán)書需為正本掃描件（復(fù)印件）需加蓋公章；投標(biāo)人為國外的（含港澳臺地區(qū)，下同），授權(quán)書為掃描件或復(fù)印件時，只需被授權(quán)人簽字。The bidder shall be either a producer of the Goods, or the Agency of the brand used by the Producer in China. When the bidder is the Agency of the brand used by the Producer in China, the original manufacturer's regional authorization letter and proof of service sales capability shall be provided. The scanned copy of letter of Authorization is required for the agent shown in Producer’s website with the sealing and signing by Bidder for bidders abroad but company stamp for domestic bidders. Letter of Authorization shall be as per the format in Section 4 Form-IV-9-4 ITB Volume One, while indicating his dedicated scope of the agent. The authorization is only allow from one definite producer.（10） 2014年1月1日至今，投標(biāo)人在中國范圍內(nèi)PVC或糊樹脂生產(chǎn)裝置有3個或以上單筆合同不少于5臺氣動涂釜噴淋閥的業(yè)績。The bidder must have the experience of at least 5 Pneumatic coating kettle spray valves in three or more single contracts for PVC or paste resin plant in China since January 1, 2014.有效業(yè)績的認(rèn)定條件為：The successful experience shall be identified upon:提供投標(biāo)人業(yè)績清單（格式見第六章附表1），并附合同或用戶證明等證明材料。證明材料須加蓋投標(biāo)人公章（如為國外投標(biāo)人只需被授權(quán)人簽字）。業(yè)績清單包括合同號、用戶名稱、聯(lián)系方式、購置時間、工藝介質(zhì)、閥門尺寸、閥門形式、閥門數(shù)量等信息，日期以合同簽訂日期為準(zhǔn) 。The experiences list (the format as per Attached Table 1 of Section Six for the format of performance list), together with the certifying and supporting documents, such as copy of contract or user certificate. The supporting documents shall be stamped with the official seal of the bidder, while the signature of authorized person is acceptable for the foreign bidder. The experiences list shall include the Contract number, user name, contact information, purchase time, process medium, valve size, valve form, valve quantity, etc.（11）投標(biāo)人應(yīng)提供制造商對產(chǎn)品質(zhì)量保證和售后服務(wù)的承諾函原件。The bidder shall provide the original commitment letter from the manufacturer regarding product quality assurance and after-sales service.（12）投標(biāo)人須提供有效期內(nèi)的ISO9001、ISO14001、OHSAS18001（或ISO45001）體系認(rèn)證證書掃描件（掃描件須加蓋投標(biāo)人公章，如為國外投標(biāo)人只需被授權(quán)人簽字）。The bidder must provide the copies of ISO9001, ISO14001, OHSAS18001（或ISO45001） system certification certificates within the validity period (the domestic bidder must affix the official seal, and the overseas bidder only needs the signature of the authorized person).（13）投標(biāo)的投標(biāo)代表須提供法定代表人授權(quán)書（格式見招標(biāo)文件第一冊第四章，格式IV-8）、法定代表人身份證明書及被授權(quán)人的身份證明（身份證）；如負(fù)責(zé)本****公司的法定代表人，****公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.（14）加蓋公章的投標(biāo)****銀行****銀行資****事務(wù)所審計的2023年度財務(wù)審計報告掃描件（掃描件須加蓋投標(biāo)人公章，如為國外投標(biāo)人只需被授權(quán)人簽字）；Bidders shall provide the original Credit Certificates issued by the bank where his basic account is open, and the copy of Annual Audit of 2023 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
