****受招標(biāo)人委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國際公開競(jìng)爭(zhēng)性招標(biāo)，于2024-09-06在中國國際招標(biāo)網(wǎng)公告。本次招標(biāo)采用電子招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。
1、招標(biāo)條件
項(xiàng)目概況:招標(biāo)人擬建16萬噸/年丙烯酸裝置（兩條獨(dú)立的8萬噸/年丙烯酸生產(chǎn)線）及16萬噸/年丙烯酸丁酯裝置，現(xiàn)計(jì)劃采購丙烯酸丁酯裝置R-1411第一循環(huán)泵2臺(tái)。投標(biāo)人需根據(jù)技術(shù)需求書中相關(guān)要求提供選項(xiàng)合理的相關(guān)設(shè)備，并負(fù)責(zé)現(xiàn)場(chǎng)安裝指導(dǎo)、聯(lián)動(dòng)調(diào)試及數(shù)字化交付，保證所供設(shè)備到達(dá)現(xiàn)場(chǎng)生產(chǎn)要求。
資金到位或資金來源落實(shí)情況:自籌資金，資金來源已落實(shí)。

投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):（1）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)機(jī)構(gòu)處領(lǐng)購招標(biāo)文件并參加投標(biāo)競(jìng)爭(zhēng)的法人或其他組織。任何未在招標(biāo)機(jī)構(gòu)處領(lǐng)購招標(biāo)文件的法人均不得參加投標(biāo)。The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.（2）凡是來自中華人民**國或是與中華人民**國有正常貿(mào)易往來的國家或地區(qū)（以下簡(jiǎn)稱“合格來源國/地區(qū)”）的法人均可投標(biāo)。This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).（3）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.（4）接受委托參與項(xiàng)目前期咨詢和招標(biāo)文件編制的法人不得參加受托項(xiàng)目的投標(biāo)，也不得為該項(xiàng)目的投標(biāo)人編制投標(biāo)文件或者提供咨詢。Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.（5）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標(biāo)項(xiàng)目包投標(biāo)。Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.（6）只有在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)的供貨人才能參加投標(biāo)。The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.（7）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件載明的投標(biāo)截止時(shí)間前在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（網(wǎng)址：https://www.****.com）成功注冊(cè)。否則，投標(biāo)人將不能進(jìn)入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。Bidders should successfully complete the registration on http://www.****.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.（8）中國境內(nèi)投標(biāo)人須提供營(yíng)業(yè)執(zhí)照副本復(fù)印件；****公司須提供注冊(cè)證明文件復(fù)印件。投標(biāo)人為中華人民**國以內(nèi)企業(yè)的（不含港澳臺(tái)地區(qū)，下同），復(fù)印件需加蓋公章的；國外的（含港澳臺(tái)地區(qū)，下同）只需被授權(quán)人簽字。Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).（9） 投標(biāo)人必須是專業(yè)的設(shè)備制造商或制造商針對(duì)本項(xiàng)目唯一授權(quán)的代理商;投標(biāo)人為制造商，須提供“制造商資格聲明”（格式見第一冊(cè)第四章格式IV-9-2）；代理商須提供“制造商出具的授權(quán)函”（招標(biāo)文件第一冊(cè)格式 IV-9-4 “制造商出具的授權(quán)函”），上述授權(quán)書復(fù)印件須加蓋投標(biāo)人公章，附在“資格證明文件”里。投標(biāo)人為代理商的，只能接受一個(gè)制造商的授權(quán)代理。The Bidder shall be professional equipment manufacturer, or the manufacturer's only authorized agent for this project. If the bidder is the equipment manufacturer, “Manufacturer Qualification Statement” shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I). “Letter of Authority from Manufacturer”shall be provided by agent(the format is as per IV-9-4 “Letter of Authority from Manufacturer”) ,The copy of the above power of attorney shall be sealed in the bid with the official signing and sealing of the bidder, attaching to the "qualification certificate". If bidder is the agent instead of manufacturer, Authorization by more than one manufacturer is not acceptable. （10）投標(biāo)人提供2014年1月1日至今在國內(nèi)丙烯酸行業(yè)中，流量在4000m3/h以上，汽蝕余量在4.5m以下的混流泵銷售業(yè)績(jī)至少一套(業(yè)績(jī)清單格式見第六章附表1)。The bidder must have the sales experience of at least 1 set of Mixed flow pump with flow rate above 4000m3/h and cavitation allowance below 4.5m in Acrylic acid industry from January 1, 2014 to present. (the Format of Relevant Experiences List is as per the Attachment 1 of Section Six)有效業(yè)績(jī)的認(rèn)定條件為：The successful experience shall be identified upon:提供加蓋投標(biāo)人公章的合同復(fù)印件，代理商投標(biāo)需提供制造商的有效合同復(fù)印件。合同須體現(xiàn)供貨內(nèi)容（包括工況條件和技術(shù)參數(shù)）、合同蓋章頁、合同簽訂的時(shí)間等相關(guān)信息。Copy of the contract shall be provided. Agent shall provide effective copy of manufacture’s contract. The contract must reflect the supply content (including working conditions and technical parameters), the contract seal page, the time of contract signing, and other relevant information. （11）****銀行資信，企業(yè)財(cái)務(wù)狀況良好，具備履約能力，無不良經(jīng)營(yíng)行為。投標(biāo)人須提供投標(biāo)****銀行開標(biāo)前3****銀行資****事務(wù)所審計(jì)的2021-2023年度財(cái)務(wù)審計(jì)報(bào)告復(fù)印件。投標(biāo)人為中華人民**國以內(nèi)企業(yè)的（不含港澳臺(tái)地區(qū)，下同），復(fù)印件需加蓋公章的；國外的（含港澳臺(tái)地區(qū)，下同）只需被授權(quán)人簽字。 The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the original Credit Certificates within 3 months before the bid opening issued by the bank where his basic account is open, or the copy of Annual Audit s of 2021-2023 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).（12）投標(biāo)的投標(biāo)代表須提供法定代表人授權(quán)書（格式見招標(biāo)文件第一冊(cè)第四章，格式IV-8）、法定代表人身份證明書及被授權(quán)人的身份證明（身份證）；如負(fù)責(zé)本****公司的法定代表人，****公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
