費(fèi)斯托電子件本地自制技改項(xiàng)目工程施工總承包招標(biāo)

一、項(xiàng)目簡(jiǎn)介

****公司因產(chǎn)品業(yè)務(wù)需求，計(jì)劃在廠區(qū)南側(cè)現(xiàn)有B1車間內(nèi)**電子生產(chǎn)車間。規(guī)劃生產(chǎn)規(guī)模是 3條SMT線體和配套前后工序，主要制程是SMT 電子元件表面貼裝---選擇焊/手工焊—測(cè)試—模塊總裝。

項(xiàng)目分兩期建設(shè)，一期擬建設(shè)車間面積1450㎡，放置第1條SMT線體和配套前后工序，二期車間往南擴(kuò)充到2300㎡，總體規(guī)劃放置3套SMT線體。一期計(jì)劃建設(shè)起止時(shí)間預(yù)計(jì)為2024年10月至2025年2月，具體地址為**市高新區(qū)春暄**段1222號(hào)。

I. Project description

Festo Production Ltd. plans to build a new electronic production workshop in the existing B1 workshop on the south side of the factory due to the demand of product business. The planned production scale is 3 SMT lines and supporting front and rear processes, the main process is SMT electronic components surface mounting - - selective soldering / hand soldering - testing - module assembly.

The project is divided into two phases of construction, the first phase of the proposed construction of the workshop area of 1450 square meters, placing the first SMT line body and supporting before and after the process, the second phase of the workshop to the south to expand to 2300 square meters, the whole plan to place 3 sets of SMT line body[HR1][WD2]. The construction of the first phase is expected to start and end from October 2024 to February 2025, with a specific address of No. 1222, Chunxuan Road North, Hi-Tech Zone, Jinan City.

二、工程/合同涵蓋范圍

一期工程圖紙范圍內(nèi)所有的工程施工（包含建筑工程、強(qiáng)弱電、動(dòng)力、消防、暖通空調(diào)、給排水、拆除清理及恢復(fù)等工程），內(nèi)容包含（但不限于）對(duì)承包工程的質(zhì)量、安全、工期、造價(jià)全面負(fù)責(zé)，負(fù)責(zé)協(xié)調(diào)周邊關(guān)系、配合項(xiàng)目手續(xù)辦理及項(xiàng)目驗(yàn)收、移交、缺陷責(zé)任等所有內(nèi)容。

所有甲乙雙方內(nèi)部溝通的資料及簽署的與工程相關(guān)的文件均需中英文對(duì)照。

II. Scope of works/contracts coverage

Construction of all works within the scope of the drawings of Phase I (including building works, strong and weak electricity, power, fire protection, HVAC, water supply and drainage, demolition, cleaning and restoration, etc.), including (but not limited to) full responsibility for the quality, safety, schedule and cost of the contracted works, responsible for coordinating the surrounding relationship, cooperating with the project formalities, and the acceptance of the project, handover, and defects liability, etc. [HR3][WD4]All the works shall be carried out in English and Chinese.

All internal communications between the contracting parties and signed documents related to the project shall be in English and Chinese.

III. Service requirements

Festo is looking for: a reliable partner who always protects the interests of the customer and controls the quality of the engineering design in accordance with contractual agreements or other individually established standards, in addition to legal and regulatory agreements. Compliance with Chinese laws and regulations, as well as Festo's internal security standards and EHS agreements; experience and knowledge in providing economically viable solutions together with on-site stakeholders; and the ability to coordinate with industry approvals to ensure that projects are delivered legally and legally compliant.

四、供應(yīng)商條件和能力要求

施工資質(zhì)：具備建筑工程施工總承包二級(jí)及以上資質(zhì)，同時(shí)具有機(jī)電工程施工總承包二級(jí)及以上資質(zhì)，具備有效的安全生產(chǎn)許可證；

人員要求：擬派施工負(fù)責(zé)人應(yīng)具備建筑工程專業(yè)或機(jī)電工程專業(yè)二級(jí)注冊(cè)建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書（B類），且未擔(dān)任其他在建、中標(biāo)、預(yù)中標(biāo)等建設(shè)項(xiàng)目的項(xiàng)目經(jīng)理，并在以往的類似工程項(xiàng)目中沒有發(fā)生過重大質(zhì)量安全事故且未列入建設(shè)工程項(xiàng)目管理黑名單。

供應(yīng)商能力：有外企經(jīng)驗(yàn)和本地類似業(yè)績(jī)(電子件生產(chǎn)車間或10萬級(jí)潔凈車間施工相關(guān))尤佳，熟悉**相關(guān)行業(yè)建管監(jiān)督及驗(yàn)收流程，信譽(yù)及財(cái)務(wù)狀況良好。

IV. Vendor conditions and competency requirements

Construction qualification: possessing the qualification of Grade II and above of the general contracting of construction engineering, and at the same time possessing the qualification of Grade II and above of the general contracting of electromechanical engineering, and possessing a valid safety production license;

Personnel requirements: the proposed construction manager should have the qualification of second-level registered construction engineer specialized in construction engineering or electromechanical engineering, with a valid certificate of safety production assessment (Class B), and has not served as the project manager of other construction projects under construction, winning, pre-successful and other construction projects, and has not had any major quality and safety accidents in previous similar projects and has not been included in the blacklist of the management of construction engineering projects.

Supplier capabilities: experience in foreign companies and similar local performance (electronic parts production workshop or 100,000 clean room grade construction related) is preferred, familiar with the construction and management supervision and acceptance process of the relevant industries in Jinan, good reputation and financial status.
