After three decades of development, Taizhou, a young city, has undergone a strategic transformation from "independent development of three regions" to "joint development". The Position of Pedestrian Bridge in the Whole Area Map of Taizhou City

飛**生態(tài)區(qū)包含水體及周邊生態(tài)區(qū)域，其規(guī)劃范圍約28平方公里，水體面積約1.8平方公里，位于溫**原腹部、金**系末端，遠(yuǎn)離排水出口，地勢(shì)低洼，每遇臺(tái)風(fēng)暴雨極易積澇成災(zāi)。2010年，**區(qū)啟動(dòng)了飛**生態(tài)區(qū)的建設(shè)，以解決洪澇災(zāi)害問題。作為**市綠心生態(tài)總體規(guī)劃的核心區(qū)塊，它不僅是柵嶺汪排澇調(diào)蓄工程的主體工程，起著排澇調(diào)蓄的重要作用，還是一道絕佳的景致，有著優(yōu)越的山水**條件和豐富的歷史人文**。飛**常水位2.40m，20年一遇防洪設(shè)計(jì)水位3.43m，50年一遇校核水位3.59m。

Feilong Lake Ecological Area includes water body and surrounding ecological area, with a planned area of about 28 square kilometers and a water body area of about 1.8 square kilometers. It is located in the hinterland of Wenhuang Plain and the end of Jinqing River System, far away from the drainage outlet. The terrain is low-lying, and is prone to waterlogging and disaster in case of typhoon and rainstorm. In 2010, the Luqiao District launched the construction of the Feilong Lake Ecological Zone to solve the problem of flood disasters. As the core block of the overall green ecological planning of Taizhou City, it is not only the main project of the Shalingwang Flood Drainage and Storage Project, playing a crucial role in flood drainage and storage, but also a superb scenic spot with superior mountain and water resources as well as rich historical and cultural resources. The normal water level of Feilong Lake is 2.40m, with a flood control design water level of 3.43m for a 20-year return period and a check water level of 3.59m for a 50-year return period.

飛**片區(qū)整體城市設(shè)計(jì)以“龍騰湖悅、**綠心”為目標(biāo)定位，****基地為載體，****中心；以技術(shù)升級(jí)為驅(qū)動(dòng)，謀劃頂****中心；以山水融城為底色，打造新****中心；以高端配套為抓手，構(gòu)建體****中心，描繪獨(dú)特的山水未來城市典范。

The overall urban design of the Feilong Area aims to position itself as "Dragon Rising over the Lake, the Green Heart of Taizhou". It utilizes the scientists' entrepreneurial base as a carrier to form a technological innovation hub. Driven by technological upgrades, it plans to create a top-tier center for private economic transformation. With the integration of mountains and waters into the city as its backdrop, it aims to build a new-era ecological center showcasing Taizhou's natural beauty. Focusing on high-end amenities, it strives to construct a vibrant center that offers a futuristic living experience, portraying a unique model of a future city surrounded by mountains and waters.

功能策劃方面，基于科學(xué)家及民營(yíng)企業(yè)家兩類主導(dǎo)人群，通過定制化的業(yè)態(tài)產(chǎn)品，適配多元需求。以飛龍潮湖為核心，形成民營(yíng)企業(yè)家交往板塊、****基地板塊、城市綜合服務(wù)板塊、康養(yǎng)度假板塊、文化體驗(yàn)板塊及“兩家”文化休閑板塊等六大主題板塊。

In terms of functional planning, based on the two primary target groups of scientists and private entrepreneurs, customized business formats are designed to cater to diverse needs. With Feilong Lake as the core, six major themed sections are formed, including a networking section for private entrepreneurs, a scientific entrepreneurship base, an urban comprehensive service section, a health and wellness resort section, a cultural experience section, and a "two homes" cultural and recreational section.

2023年底，飛**環(huán)湖景觀提升工程啟動(dòng)。環(huán)湖景觀規(guī)劃以“龍騰湖悅﹒兩家匯集”為主題，通過構(gòu)建 ‘1258’景觀框架，即：1個(gè)生態(tài)大底板、2條道路環(huán)線、5大重要景點(diǎn)、8大特色活動(dòng)，系統(tǒng)性打造飛**生態(tài)景觀體系。飛**景觀橋作為環(huán)湖景觀提升工程重要組成部分，承載著重要的交通及形象展示功能，計(jì)劃2024年11月開工，2025年5月建成。

At the end of 2023, the improvement project for the lakeside landscape of Feilong Lake was launched. The lakeside landscape planning takes the theme of "Dragon Rising over the Lake, Two Communities Gathering" and aims to systematically create an ecological landscape system for Feilonghu Lake by constructing a "1258" landscape framework, which comprises one large ecological base, two road loops, five major scenic spots, and eight distinctive activities. As an integral part of the lakeside landscape improvement project, the Feilonghu Lake Landscape Bridge plays a crucial role in transportation and image display. It is scheduled to commence construction in November 2024 and be completed in May 2025.

2.1選址Site selection

TheSite of Bridge

景觀橋位于飛**中部偏北區(qū)域，為環(huán)飛**重要的一處景觀節(jié)點(diǎn)。橋梁東側(cè)臨岸約10m、西側(cè)臨岸約20~30m范圍內(nèi)均為水工設(shè)施用地，其余為永久基本農(nóng)田。環(huán)湖一圈為6米寬綠道，其中東段綠道目前已開工，其余段預(yù)計(jì)2024年年底完工。

The landscape bridge is located in the central northern region of Feilong Lake, serving as an important landscape node surrounding the lake. On the east side of the bridge, there are waterworks facilities approximately 10 meters from the shore, while on the west side, the range is about 20 to 30 meters from the shore, both of which are occupied by waterworks facilities. The remaining area is permanent basic farmland. A 6-meter-wide greenway runs around the lake, with the eastern section already under construction and the remaining sections expected to be completed by the end of 2024.

Project Information

1、方案設(shè)計(jì)內(nèi)容Conceptual Design

1.1景觀橋交通及兩側(cè)的接線方案Traffic design scheme for bridges

作為飛龍**部區(qū)域東西連通的主要通道，景觀橋設(shè)計(jì)需要合理解決跨河行人、非機(jī)動(dòng)車及景區(qū)電瓶車交通。景觀橋兩端應(yīng)與環(huán)湖6M路順接。道路縱斷面設(shè)計(jì)應(yīng)同時(shí)滿足非機(jī)動(dòng)車道騎行、景區(qū)電瓶車過橋的要求。

As the primary thoroughfare connecting the eastern and western regions of the northern section of Feilong Lake, the design of the landscape bridge needs to effectively address the traffic flow of pedestrians, non-motorized vehicles, and scenic area electric vehicles crossing the river. Both ends of the landscape bridge should smoothly connect with the 6-meter-wide greenway around the lake. The vertical design of the roadway should simultaneously satisfy the requirements for cycling on the non-motorized vehicle lane and the crossing of scenic area electric vehicles.

1.2景觀橋造型設(shè)計(jì)Bridge Design

橋梁的造型設(shè)計(jì)應(yīng)注重標(biāo)志性和協(xié)調(diào)性，通過各種設(shè)計(jì)手法，使橋梁形態(tài)呈現(xiàn)有機(jī)的整體、和諧的韻律、富有張力的表現(xiàn)，與周邊風(fēng)貌協(xié)調(diào)統(tǒng)一，同時(shí)應(yīng)注意對(duì)北側(cè)飛**莊的視覺影響。整體風(fēng)格現(xiàn)代簡(jiǎn)潔，橋面應(yīng)考慮一定的公共空間及觀景區(qū)域，為后期觀光游覽、體育運(yùn)動(dòng)、文化活動(dòng)等城市公共活動(dòng)行為提供空間。

The shape design of bridges should focus on symbolism and coordination. Through various design techniques, the bridge form should present an organic whole, harmonious rhythm, and tense expression, coordinated and unified with the surrounding scenery. At the same time, attention should be paid to the visual impact on the north side of Feilong Mountain Villa. The overall style is modern and simple, and the bridge deck should consider certain public spaces and viewing areas to provide space for future urban public activities such as sightseeing, sports, cultural activities, etc.

1.3橋梁泛光照明設(shè)計(jì)Bridge Lighting Design

應(yīng)結(jié)合橋梁所處位置，綜合考慮夜景燈光效果，充分利用各種燈具的光學(xué)屬性，塑造標(biāo)志性橋梁夜景。

It is necessary to consider the location of the bridge, comprehensively consider the night lighting effect, fully utilize the optical properties of various lamps, and shape the iconic night scene of the bridge.

1.5市政管線及相關(guān)附屬設(shè)施設(shè)計(jì)Design of Municipal Pipelines and Related Ancillary Facilities

包括工程范圍內(nèi)雨污排水管道、交通安全設(shè)施、道路及橋梁照明、監(jiān)控、道路綠化及附屬配套設(shè)施等。

The project scope also includes rainwater and sewage drainage pipelines, traffic safety facilities, road and bridge lighting, monitoring, road greening, and ancillary supporting facilities.

2、設(shè)計(jì)原則Design Principles

飛**景觀橋是湖面中部貫通東西兩側(cè)河岸的重要樞紐，也是飛**片區(qū)城市形象重要的展示窗口。設(shè)計(jì)應(yīng)注重標(biāo)志性、融合性、創(chuàng)新性、實(shí)用性，聯(lián)系并激活兩岸空間，打造以人為本、交通便捷、功能互聯(lián)、活力開放的公共休閑場(chǎng)所。

The Feilong Landscape Bridge serves as a crucial link connecting the east and west riverbanks in the middle of the lake, and it is also an important showcase for the urban image of the Feilong area. The design should emphasize distinctiveness, integration, innovation, and practicality. It should connect and activate the spaces on both sides of the river, creating a people-oriented, conveniently accessible, functionally interconnected, and vibrant public leisure area.

2.1結(jié)構(gòu)合理Reasonable Structure

設(shè)計(jì)應(yīng)充分考慮橋梁的防洪、通航、抗風(fēng)、抗震的要求，抗震設(shè)防烈度為6度。設(shè)計(jì)需考慮結(jié)構(gòu)的獨(dú)立完整和施工的實(shí)操可行。

The design should take full account of the bridge's requirements for flood control, navigation, wind resistance, and earthquake resistance, with an earthquake fortification intensity of 6 degrees. The design needs to consider the structural integrity and the practical feasibility of construction.

2.2經(jīng)濟(jì)適應(yīng)Economical

應(yīng)合理控制景觀橋建造成本，與橋型和效果取得良好的平衡，整體**費(fèi)控制在3500萬以內(nèi)。鼓勵(lì)新材料、新工藝的應(yīng)用，提倡綠色、環(huán)保、節(jié)能、低碳的設(shè)計(jì)理念。

The construction cost of the landscape bridge should be reasonably controlled to achieve a good balance between the bridge type and its effect, with the overall construction and installation cost kept within 35 million yuan. The application of new materials and technologies is encouraged, and a green, environmentally friendly, energy-saving, and low-carbon design philosophy is advocated.

3、成果要求Design Achievement Aequirements

概念方案設(shè)計(jì)，且具備繼續(xù)方案深化設(shè)計(jì)的基礎(chǔ)和條件，并滿足市政公用工程設(shè)計(jì)文件編制深度的規(guī)定及國(guó)家其它有關(guān)規(guī)定的要求。

The conceptual design scheme should provide the foundation and conditions for further detailed design refinement, while adhering to the regulations on the depth of design documentation for municipal public works projects and other relevant national requirements. This ensures that the design progresses from the initial concept to a fully realized and compliant final design.

03報(bào)名規(guī)則Registration Rules

1、報(bào)名要求Registration requirements

1.1報(bào)名單位須是國(guó)內(nèi)外合法注冊(cè)的獨(dú)立法人企業(yè)或機(jī)構(gòu)，可提供有效的營(yíng)業(yè)執(zhí)照或商業(yè)登記證明。

The registration unit must be an independent legal enterprise or institution legally registered at home and abroad, and can provide a valid business license or business registration certificate.

1.2本次競(jìng)賽活動(dòng)不允許聯(lián)合體報(bào)名。

Federation registration is not allowed for this competition.

1.3本次競(jìng)賽活動(dòng)不接受個(gè)人及個(gè)人組合報(bào)名。

This Solicitation is not open to individuals and individual groups.

1.4單位法人為同一人或者存在控股、管理關(guān)系的不同單位，不得同時(shí)報(bào)名。

The legal representative of a unit is the same person or different units with controlling or management relationships cannot register at the same time.

1.5業(yè)績(jī)要求：報(bào)名的單位近5年（2019年1月1日至今）具有至少3個(gè)類似業(yè)績(jī)（業(yè)績(jī)類型至少滿足以下其中一項(xiàng)）：

Performance requirements: The registered unit has at least 3 similar achievements in the past 5 years (from January 1, 2019 to present) (the performance type must meet at least one of the following):

（1）具有城市景觀橋梁、市政橋梁相關(guān)業(yè)績(jī)

Achievements in urban landscape bridges and municipal bridges.

（2）具有道路交通、公共空間、公共設(shè)施相關(guān)設(shè)計(jì)業(yè)績(jī)

Having design achievements related to road traffic, public spaces, and public facilities.

1.6設(shè)計(jì)資質(zhì)要求:無

No design qualification requirements.

2、報(bào)名方式Registration method

本次競(jìng)賽報(bào)名時(shí)間為2024年5月23日至2024年5月30日9:00～17:00（**時(shí)間，下同）。

遞交截止時(shí)間如有調(diào)整以最新公告通知的為準(zhǔn)。資格預(yù)審申請(qǐng)文件以最終收到的紙質(zhì)資料為準(zhǔn)，在截止時(shí)間以后收到的報(bào)名資料將不予受理。

04競(jìng)賽規(guī)則Solicitation rules

本次競(jìng)賽工作分為兩個(gè)階段進(jìn)行：第一階段為“公開報(bào)名及資格預(yù)審”，第二階段為“概念方案設(shè)計(jì)及評(píng)審階段”。

This international Solicitation adopts the method of "open application pre qualification". The international solicitation is divided into towphases: Stage I: "Open application pre-qualification", Stage II:" Concept scheme design and review stage".

1、第一階段-公開報(bào)名及資格預(yù)審

1、Stage I-Open Application Pre-qualification

主辦單位****委員會(huì)。

資格預(yù)審：資格預(yù)審評(píng)審包含符合性審查及入圍評(píng)審。符合性審查未通過的申請(qǐng)單位不能進(jìn)入入圍評(píng)審環(huán)節(jié)。不符合報(bào)名要求的，則資格預(yù)審符合性審查不合格。****委員會(huì)將對(duì)進(jìn)入入圍評(píng)審的資格預(yù)審申請(qǐng)文件進(jìn)行綜合評(píng)審，評(píng)審內(nèi)容包括申請(qǐng)單位的行業(yè)聲譽(yù)、設(shè)計(jì)經(jīng)驗(yàn)、項(xiàng)目業(yè)績(jī)、擬投入項(xiàng)目的團(tuán)隊(duì)、概念提案等資料。

The organizing unit will establish a pre-qualification review committee.

Pre-qualification: The pre-qualification review consists of a conformity review and a finalist evaluation. Applicants who fail the conformity review will not be eligible for the finalist evaluation. Applicants who do not meet the registration requirements will be disqualified in the conformity review. The pre-qualification review committee will conduct a comprehensive evaluation of the pre-qualification application documents that have passed the conformity review. The evaluation will cover aspects such as the applicant's industry reputation, design experience, project achievements, the proposed project team, conceptual proposals, and other relevant materials.

概念提案：各報(bào)名單位在截止日期前需同步提交至少1個(gè)（不超2個(gè)）概念提案，深度由申請(qǐng)單位自行把控，作為入圍評(píng)審內(nèi)容之一，概念提案文本采用A3幅面（文本不超過10頁(yè)）。

Concept Proposal: Each participating organization must submit at least one (but no more than two) concept proposals by the deadline. The level of detail will be determined by the applicant and will serve as one of the criteria for the finalist evaluation. The concept proposal should be in A3 format with a text limit of 10 pages.

****委員會(huì)采用逐輪淘汰記名投票的方法，從合格申請(qǐng)單位中評(píng)選出3家入圍單位，同時(shí)評(píng)選出1家備選申請(qǐng)單位，備選申請(qǐng)單位在入圍申請(qǐng)單位退出時(shí)依序替補(bǔ)。

The pre-qualification review committee will adopt a method of eliminating and recording votes in each round to select three finalist applicants from the qualified applicants. Additionally, they will select one alternative applicant, who will serve as a substitute in the order of eligibility if any of the finalist applicants withdraw.

在資格審查之后，如組織機(jī)構(gòu)認(rèn)為有必要的，可終止本次競(jìng)賽活動(dòng)。

After qualification, the Organizers may terminate the Call if they deem it necessary.

2、第二階段-概念方案設(shè)計(jì)及評(píng)審階段

Stage II-Conceptual design and evaluation phase

組織機(jī)構(gòu)將組織3家入圍單位進(jìn)行現(xiàn)場(chǎng)踏勘答疑，入圍單位按照設(shè)計(jì)任務(wù)書要求開展設(shè)計(jì)，并參與中期方案交流會(huì)，最終提交符合要求的設(shè)計(jì)成果文件。每家單位只允許提交一個(gè)設(shè)計(jì)方案。****委員會(huì)對(duì)提交的設(shè)計(jì)成果文件進(jìn)行評(píng)審，通過記名投票對(duì)3家入圍單位的設(shè)計(jì)成果進(jìn)行排名，并提交組織機(jī)構(gòu)。組織機(jī)構(gòu)根據(jù)專家評(píng)審的排名，確定第一名為中選單位。

The organizing unit will arrange a site visit and Q A session for the three shortlisted applicant units. The shortlisted units will proceed with their designs according to the requirements stated in the design task book, participate in the interim scheme exchange meeting, and ultimately submit design deliverables that meet the specified requirements. Each unit is only allowed to submit one design proposal. The proposal evaluation committee will review the submitted design deliverables and rank the three shortlisted units' designs through a recorded vote. The results will then be submitted to the organizing body. Based on the ranking determined by the expert evaluation, the organizing body will select the first-ranked unit as the chosen contractor.

05相關(guān)費(fèi)用Related expenses

n中選單位：獎(jiǎng)金40萬人民幣（含后期深化配合費(fèi)用，設(shè)計(jì)單位應(yīng)配合深化至概念方案評(píng)審?fù)ㄟ^，且配合后續(xù)設(shè)計(jì)單位擴(kuò)初及施工圖深化工作）；

nSelected unit: A prize of 400,000 RMB (including fees for later-stage refinement and cooperation, with the design unit cooperating in refining the design to the point where the conceptual design is approved, and providing assistance to subsequent units for preliminary design expansion and construction drawing refinement).

n入圍（未中選）單位：第二名獎(jiǎng)金人民幣15萬元，第三名獎(jiǎng)金人名幣10萬元；

Nominated (not selected) unit: The second-place winner will receive a prize of 150,000 RMB, and the third-place winner will receive a prize of 100,000 RMB.;

n未入圍單位：無費(fèi)用，組織方針對(duì)各未入圍單位對(duì)于本次競(jìng)賽所有投入成本不作任何補(bǔ)償；

Non shortlisted units: No fees, the organization policy does not provide any compensation for all input costs of this solicitation to each non shortlisted unit;

06時(shí)間計(jì)劃Solicitation schedule

☆所有時(shí)間均以**時(shí)間為準(zhǔn)，競(jìng)賽單位保留調(diào)整日程安排的權(quán)利，如出現(xiàn)日程調(diào)整的情況，競(jìng)賽單位將通過郵件的形式，通知入圍單位。

☆A(yù)ll time is subject to Beijing time. The Host reserves the right to adjust the agenda. In case of an agenda adjustment, the Host will notify shortlisted application agencies by e-mail.

07資料索取

申請(qǐng)人須以電子郵件形式發(fā)送《競(jìng)賽資料索取申請(qǐng)表》至指定郵箱：****@qq.com(抄送****@qq.com)，主辦單位收到后審核無誤，將在一個(gè)工作日內(nèi)回復(fù)發(fā)送設(shè)計(jì)任務(wù)書、《競(jìng)賽規(guī)則》及相關(guān)資料。

The competition rules, clarification (Q A) minutes of the competition rules (if any), and modification (supplement) letters of the competition rules (if any) shall be based on the written and clear content. When there is a contradiction between the competition rules, clarification (Q A) minutes, or modification (supplementation) letters, the last one issued shall prevail.
